Using the CTRL button

I am trying to use the CTRL button in one of my Linux VMs but it is not being recognized. Do I need to install guest tools for it to recognize it?
 
i assume you talk about novnc?
no that should work out of the box, what is your exact problem? (iow. which keyboard combination does not work?)
easiest way to test is to install e.g. 'evtest' start it, select the keyboard and press buttons (and it will print what is pressed)
 
Yes, that is correct.
For example, I will type CTRL+C, and it just types in a "c".
What is evtest? I haven't heard of it.
