I am going to a university soon that does not allow switches or routers on its network. From what I've been told, if I want a PC and a server, the best thing I can do is get a secondary NIC for my server and hook my PC up to that, and hook just the server up to the room's ethernet. I want to pass through WAN from my PC directly, but I want to allow local IP addresses (from the VMs) to be accessible to my PC. How would setup for that sort of thing work? Another part of why I'm doing this is to get 2.5G networking to my PC through a 2.5G network card in the server.

What OS do you want to run on your PC ? And easier way to keep using Proxmox VE would be to setup a full Debian desktop environment and setup Proxmox VE on top of that. For a "home lab" situation that may be practical and be within your uni rules.
