Users in the "Admins" group cannot Upgrade

  1. I created a Linux user called "admin" and put it into the "root" group".
  2. I created a user in the Proxmox UI called admin and put it into the "admins" group.
  3. I log with the admin account and the "Upgrade" button is grayed out.
  4. If I login as "root", the "Upgrade" button is not grayed out.
I even created a user permission with role of "Administrator" and it did not help. Redundant step I know.

What permission am I missing for the Proxmox "admin" user?
