User Quarantine list

I added @gmail.com to my blacklist and then whitelisted the handful of legitimate people that email me, that did not work "user blacklist" takes precedents over "user whitelist".

What I would really like is a "User Quarantine" list that I could add @gmail.com too but if the email shows up in the whitelist than it does not go to quarantine. I have tried some with mail filters but its global and does not work the user whitelist. Any thoughts on a how to get non "User Whitelisted" @gmail.com emails to go to quarantine?

You need to change the priority of the whitelist higher than the blacklist.
When you look at mail filter, you will see the priorities set for every object.
I attached a sample of mine.
