usb redirection initiated by Windows VM?

We are using an HASP licence dongle within a Windows 2008 SP2 (not R2!) VM.
The USB-Device is redirected to the VM at startup via "usb0: host=0529:0001" in /etc/pve/nodes/<node>/<VMID>.conf, which works (device is redirected to the VM), but Windows always needs an extra invitation by re-adding the device after startup.
As this is a real PITA because Windows does what it always does: rebooting if the tiniest thing changes i need to get this done automatic after startup...

Is it possible to execute any qm-related commands out of the guest to initiate the usb-redirection after windows startup? Windows-guest-initiated reboots aren't detectet by the host system (VM is shown as "running" all the time), so unfortunately it won't be an option to let the host handle this :(

Thanks for any suggestions!
