USB device id changed to unkown after reboot

The first time device is 0bda:8156 and I pass to VM can use this USB device successfully,

But sometime, device id change to 0bda:8151 automatically as bellow, the original USB device not recogonized in VM



How to pass USB device in this situation?

I tried pass by port, after reboot, device changed to 8151 again and the USB ethernet not appear in VM, but I can see it with lsusb command in VM

The usb address changed automatically:

this works well:

|__2-1 0bda:8156:3000 00 3.20 5000MBit/s 512mA 1IF (Realtek USB 10/100/1G/2.5G LAN 000000001)

but this not work:
01:1b.0) hub
|__2-1 0bda:8151:3000 00 3.20 5000MBit/s 512mA 1IF (Realtek USB 10/100/1G/2.5G LAN 000000001)

How could I make it use fixed device ID? And sometimes it changed back as 0bda:8156, but my VM cannot use it again.
