USB 3.2 devices not recognised

I am running Proxmox 8.2.2 on a Minisforum um790pro with kernel 6.8.

I cannot access devices on USB 3.2 ports to pass through to a VM.

I have booted from a USB attached to these ports, and a keyboard attached to the ports also works in the BIOS, so I don't think it is a hardware issue.

I can access the same USB devices when they are attached to the USB 4 ports.

<lsusb> shows the ports but not any devices that are attached to USB 3.2 ports.

UPDATE:
I have also run Ubuntu from USB and all devices are recognised when doing so
