upgrade very slow ?

i just upgraded from 8.4.1 > 8.4.14 and it took 3 hours last times i have upgrade it was ~20-30 minutes tops

the download is ~70k now and i cannot find anything wrong. DNS works (dig test) anything else to check ?

i'm not a server guy by any mean so please keep it 101

I found a thread here to turn off EEE on the nic but how do it test before starting the upgrade to 9.0.x ?
 
Still having this problem the HOST is able to ping the URL

64 bytes from na.cdn.proxmox.com (2607:5300:400:7d00::80): icmp_seq=5 ttl=53 time=74.5 ms

download speed is 70kBps before i upgrade to 8.4 this wasn't an issue
