Proxmox is not designed for that. Just updating pve-manager won't give you the specific situation that once was 7.0-13, because other packages also need to be updated to their specific versions at that time. Maybe check all package versions from another node that happens to be on the version that you want/need and manually and painstakingly update the all? Proxmox only supports updating to the latest (unsupported and EoL) 7.4-something. And then you can upgrade to the latest 8.x: https://pve.proxmox.com/wiki/Upgrade_from_7_to_8 (or start a new cluster from version 8.3)

ok I understand. My final objective is to get the possibility to install windows 11 as VM with the oldest version. But In mine no TPM :(

TPM support was added in PVE 7.1 (over three years ago): https://pve.proxmox.com/wiki/Roadmap#Proxmox_VE_7.1 .

Updating all your nodes to the latest PVE 7.4 is easy: https://pve.proxmox.com/pve-docs-7/pve-admin-guide.html#_system_software_updates
Make sure to enable the correct repository: https://pve.proxmox.com/pve-docs-7/pve-admin-guide.html#sysadmin_package_repositories (lots of threads about this on the forum about people trying to use the enterprise repository without a support subscription).

To upgrade to a supported (and maintained) version can be a bit more work; see the guide that I linked before.

Well, why I am not confortable with upgrades, it's each time it went wrong with my passthrough PCI express and did not work anymore
