Hello,

Did you reboot the server after upgrade your PVE to 7?
Was the PVE upgrade clear of errors and/or issues?

May you try to re-install the pve-qemu-kvm and qemu-server and test to start VM again?

Bash:
apt install pve-qemu-kvm qemu-server --reinstall

If you do not have an active subscription [1], you need to disable the pve-enterprise repository [2] and add the pve-no-subscription one [3].
