I have a Proxmox machine that I updated recently. It's been up for a few months, but I hadn't rebooted it until now - so I did a quick "apt update, apt dist-upgrade", followed by a reboot. (I did see the web UI was updated to 8.4.1).
However, on rebooting, the machine seems to have hung at a line about "Create System Users..."

Also - some of these lines seem to imply this is a new installation - whereas I thought this was just an upgrade? Or is that just a red herring?
Any ideas why the machine is hung here? Or is it safe to try to power-cycle it?
