Update Certs Error and PVESTATD keeps shutting off

I keep getting the below error on a new node - is this a hardware issue?

unable to load Private Key
3108:error:0906D06C:pEM routines:pEM_read_bio:no start line:pem_lib.c:650:Expecting: ANY PRIVATE KEY
unable to generate pve certificate request:
command 'openssl req -batch -new -config /tmp/pvesslconf-3107.tmp -key /etc/pve/nodes/PL-C-TT-000/pve-ssl.key -out /tmp/pvecertreq-3107.tmp' failed: exit code 1

strange - so when I log into other servers ... it still requires a pass -

Okay fixed - had to copy the pve-ssl.key in /etc/pve/local

once that was done a pvecm updatecerts worked - before it wasn't updating ... strange since I literally re-installed 5 times on this and had same problem each time
