unable to open database '/var/lib/pve-cluster/config.db'

I have a problem and I do not know how to fix it, I enter the proxmox web interface and it does not load, and I restart the cluster but this message appears:

PD: There is no file in the directory /etc/pve

Hi,

this looks like a disk failure. if a inode is missing this is a real bad sign.
I would check your disk and backup your data.
