You could check some trivia (disk full?) and run apt update && apt full-upgrade to make sure the package database is a) uptodate and b) consistent.

Only if this runs fine try again to install tzdata. If it fails again try to "officially" remove it first e.g. apt purge tzdata.

In between you may check the version, on my PVE 8.1.4 it is:

~# apt policy tzdata
tzdata:
  Installed: 2024a-0+deb12u1
  Candidate: 2024a-0+deb12u1
  Version table:
 *** 2024a-0+deb12u1 500

Were you ever able to resolve this? I'm having the same issue.
