TrueNAS Scale VM Ballooning Memory?

I've been setting up a new Dell T550 that unfortunately has a pair of Xeon Silver 16/32 processors, 128Gb system RAM, the BOSS S2 for boot, and the H755 PERC controller. I setup TrueNAS Scale in the conventional way (SeaBIOS, i440fx machine) and gave it 64Gb of RAM. However, as per the attached screengrabs, even though I unchecked "Ballooning" for memory, it seems to be doing it anyway. TrueNAS sees that it has 64Gb of RAM, but the VM summary shows it is only using a fraction of it (unlike my home lab server which shows it taking the whole amount I allocated to it). Similarly, Proxmox's node summary also shows only a fraction of the memory in use. Anyone have a clue what is going on here?
