Can I add three network interfaces to virtual machine? I need one bridged interface and two internal for a one virtual machine. Other virtual machines will connect to that internal interfaces.

But all this interfaces attached to vmbr. I can't create internal interface in any vlan without binding with vmbr (eth)

you can create another vmbr (not bound to any physical eth), and bridge "internal" virtual eth to that.
(the only limit is that the "internal" vmbr networking is limited to the node)

only bridge "external" virtual eth to a vmbr that is bound to a physical eth

I can't create another vmbr and not bound it to any physical eth. It leads to error in OVS.

it was not specified this was a ovs setup...

I've never used ovs, and I don't know where examples could be found. You could try the standard proxmox vmbr (no ovs), perhaps...
