Do you use Greylisting? That would explain the delay.

You can add a User in the Configuration -> User Management Panel. There you can select the "Quarantine Manager" role.

Si, certo Just logout and select Italian when newly logging in:

OK, for not yet validated hosts this will add a small delay, as this is used to validate that the sending hosts is a "real" mail-transfer-agent, which follows the SMTP protocol by checking if it resents the message if asked to do, and not just a spammy MTA which tries to send one and be done. After a host+address was validated once it will not be delayed for a certain time (~ a month)

Sorry, at the moment that is not possible. A quarantine manager, or other roles, are always for the whole PMG instance.

A workaround could be to have separate instances for different domains, if they have different people/admins which should be able do manage qurantines. As one can install PMG in a Container, e.g., in Proxmox VE, this could be done without too much overhead.

Do you have so many different admins? Each domain a different quarantine manager??

I mean, if you want to provide something hosted it probably makes much more sense to have a middle layer between your customers and the mail-gateway, then you can have a user/permissions system for your customers which limits them to their domain(s) and uses the Promox Mailgateway REST API to make the respective changes.
