Startup delay not followed with HA enabled VM's

Morning Gents,

I've observed a odd behavior and I'd like to get an idea if it's expected or not.

I'll copy and paste my bugzilla post content to mimic the observation..

Code:
Virtual Environment 4.4-12/e71b7a74

Quick test to duplicate

Single node PVE, zfs local storage on a fresh install.

3 KVM or lxc(tested with just KVM, just lxc and a mix) VM's. vm1, vm2 and vm3.

vm1- Start at boot, yes. Boot order, 1. Startup delay, 60. Shutdown delay, 30.
vm2- Start at boot, yes. Boot order, 2. Startup delay, 60. Shutdown delay, 30.
vm3- Start at boot, yes. Boot order, 3. Startup delay, 60. Shutdown delay, 30.

Restart the PVE server and everything works as planned.

Create a HA group (test_ha), assign the single pve server as the only node. Create an HA resource, select vm1 with HA group test_ha.

Setting for the VM's now

vm1(HA)- Start at boot, yes. Boot order, 1. Startup delay, 60. Shutdown delay, 30.
vm2- Start at boot, yes. Boot order, 2. Startup delay, 60. Shutdown delay, 30.
vm3- Start at boot, yes. Boot order, 3. Startup delay, 60. Shutdown delay, 30.

Restart the PVE server.

vm1 will start first but the startup delay is not observed and vm2 starts between 2-5 seconds afterwards.

This is repeatable with multiple reboots.
