standard debian utilities are missing after installation proxmox

after installation on debian 12, all standard utilities like fdisk, reboot, shutdown disappeared, they are installed but when written in the terminal they are displayed

Hi,
are you logged in as the root user? Utilities in /usr/sbin are usually not useful to unprivileged users and not in their $PATH by default.
