SR-IOV Windows 10 VM

I am using Mellanox connectx-3 VPI adapter in SR-IOV. I see all the VF's using lspci and iommu groups are fine as well.
I tried debian 9.2 with VF passthrough.It works fine.
The windows 10 VM is not working.
I used following
For Debian..
pcihost0:2:00.1

For Windows:
machine:Q35
pcihost0:2.00.2 . With this i got blue screen of death

pcihost0:2:00.1 With this windows boot but driver does not detect the adapter
