Some NIC ports dont work in Proxmox

I have a strange problem, I have once card with 2 x 10 Gbps ports and 2 x 1 Gbps ports and one card with 2 x 1 Gbps ports.

The card with 2 x 1 Gbps ports works with all the ports at 1 Gbps speed.

On the other card, it is Intel 2P X540/2P I350 rNDC, only the 10Gbps ports work the two other ports are not working, not coming up on the switch at all.

I know that ports are good because when I boot up the server the ports come up for a moment , I can even assign them to Lifecycle controller but after the system boots up (PVE 4.1) they simply are down. I can see them in the Proxmox network section. I tried putting ip address on the interface and bonding them with no luck.

What else can I try to see what is going on with this two ports ?

it locks like this a Dell spezial card what does not support Debian.
I would ask Dell if there is a possibility to get the source for this card or may be the have a Debian package.

I just looked at the Dell support website and there is only package for Red Hat Linux. Can anything be down with this package in respect to Proxmox ? the package is from March 18 2015.
