SOLVED: WinXP VirtIO Balloon Driver - Missing PCI Device Driver

Migrated a WinXP QEMU container from PVE 1.9 to 3.0.
Missing Driver for PCI device shows up in the Device Manager with the following Vendor ID:

PCI\VEN_1AF4&DEV_1002&SUBSYS_00051AF4&REV_00\3&13C0B0C5&0&18

Obtained the VirtIO Balloon Driver from:
http://alt.fedoraproject.org/pub/alt/virtio-win/latest/images/bin/bin/virtio-win-0.1-59.iso

And the specific driver needed was in the WXP folder.

Now it shows up as installed.

Frequent freezing of the VNC when using TightVNC Viewer. Works okay when on the Browser Console.
