SMTPUTF8 (500) even with 119:smtputf8_enable=no

I have an email with spam quarantine that I need to deliver but it has an error SMTPUTF8 (500) but smtputf8_enable=no.
What is left to do?

without the actual mail (you should be able to download it in the quarantine - and the concrete settings in your config and in your downstream server it's not really possible to analyze the situation
