Slow network before reboot

The network access seems to drop off and I haven't been able to pin down why. For example, I tried last week to copy an ISO over via SFTP direct to the machine. Pausing, stopping...if it ever finished copying, it would be years from now. But after rebooting the VM host, copying speeds were normal (600 MB in under a minute).

I've just set up a shared storage -- GB iSCSI server between the two proxmox nodes. I tried a live migration, which was successful, but pretty slow: about 2 MB/s. Another thread spoke about the same thing, and that after rebooting both nodes, speeds were up in the 50 MB/s range again.

Has anyone else experienced this network slowdown and have any insight as to what might cause it?

Thank you.
