Send notification from CLI

1. I have setup a Telegram target
2. `Test` button works, I get a test message on my telegram
3. Is there a way to send a custom message to a `Target Name` in ProxMox CLI? ProxMox already has my secret and IDs, so I want to rely on that

At the moment, there is no way to send a custom message via the API. Feel free to open an enhancement request on https://bugzilla.proxmox.com with your use case.
