/sbin/init make high load

I have used proxmox from 6 day ago :)
and it was working fine with me, but I found high load even if I don't start any vm

after install htop found /sbin/init
that make the load high

as in picture init can't execute command and take long time
that make some command duplicated and make more cpu usage

I have upgrade pv and reboot , same problem
how to fix this problem
