Resource Pools and Limit Amount of VMs

Is there anyway to limit the # of VMs a user can create or # of VMs a user can create out of the resources in a pool?

If we give a user say 4gb and 4 cores, we want to say max 4 vms.

Or is there a way to a minimum amt of resoruces per VM? (ie u can't ave a 1 core 0.5gb vm
 
As resource limits are still on the ToDo list (I gather), is there a "easy"/simple method to at least get a resource report (ie. allocated RAM/CPU/storage) reports per resource group?
 
Storage limitation is currently possible if you have ZFS and create a parent dataset for each user/group/pool with a quota.
