Remove Dead node from Cluster

I have a machine that was once in a proxmox 3..1 cluster. All the machines slowly died, the last one completing the quorum a few weeks ago. Now it is time to back up the machines on there and move them to a new HA cluster, but I can't because of the following error

trying to aquire cfs lock 'storage-local' ...TASK ERROR: cluster not ready - no quorum?

And I can't remove the dead node

[root]]# pvecm delnode vmhost
cluster not ready - no quorum?

Any thoughts on how to manually fix this?
