We are going to be using proxmox in a remote location. The only thing holding us up is a recovery procedure in case the VM dies. Is there a way to mount and boot to an ISO or any other software method as opposed to physical media for a KVM guest?

You can upload as many ISO images as you want. And select them for booting then.
