When I add RAM while the system is running, it works, but when I want to remove it, it doesn't. Is this normal, since we are asking the system to remove RAM?

Memory hot-unplugging (as well as any other kind of hot-plugging/hot-unplugging) needs support from the guest operating system and it seems that it doesn't have that capability here. Does the VM have all the virtio-win drivers from the most recent virtio-win distribution installed? Is the QEMU guest agent enabled?

I have already tried that. The QEMU guest agent is enabled and the VirtIO drivers are already installed (latest version of the virtio-win package).
