Questions about how to recover Backup

Good morning
I would like to avoid a possible problem in the future.
I carry out a scheduled backup job using the proxmox backup server of some VM and CT in production use.

I use the Proxmox Backup Server (PBS) with an image stored on an External HD connected to the Proxmox because if my physical Proxmox server becomes unavailable, I can retrieve the backup images by reading this External HD on a PC.

The question is: can I extract the backup files (my VM and CT) stored in a .qcow2 image on another PC or do I need to open this .qcow2 image on another PBS?

For any production use you should run 2 dedicated PBS servers. One onsite and one offsite and then sync them with proper privileges for ransomware protection in mind.

I use the Proxmox Backup Server (PBS) with an image stored on an External HD connected to the Proxmox because if my physical Proxmox server becomes unavailable, I can retrieve the backup images by reading this External HD on a PC.

Without a PBS running that data on the external disk is useless and PVE can't restore anything from it. There are no self-contained backup archives like when using VZDump. You will first have to set up a new PBS, set it up again, edit the config like datastore.cfg via CLI and get that running before you will be able to restore any backups from that external disk.

What are the steps for having 2 dedicated PBS so if one PBS failed we can recover?
