Finally, after further testing and researching the information available on the Proxmox forum, our team in
(Lucca, Tuscany) has created a package that allows the Guest Agent to run smoothly on Windows 7.
Follow the instructions to get it working.
Download the last stable version of Qemu.ga
( Index of /groups/virt/virtio-win/direct-downloads/archive-qemu-ga/qemu-ga-win-110.0.2-1.el10 )
Open it with 7zip and expand in to working Folder es: QE-ga
To adjust the issue identified follow thw step point
Replace the characters “_” with “-” in all files in the working Folder.
Rename the file libgcc_arch_lib to libgcc_s_seh-1.dll
Rename the file libstdc++-6.lib in libstdc++-6.dll
Search and download the file api-ms-win-core-path-l1-1-0.dll and copy it in working Folder
Copy the working Folder on Program file directory to windows7 Virtual Machine
From dos shell open the working Folder
Execute command : qemu_ga.exe –s install
(this command start the Qemu gust agent service )

Run and set QEMU guest Agent to automatic starting
