PVE3: New Bridge Numbering from 0 and reboot naming

PVE3: When we create a new bridge where vmbr0 already exists, the new bridge form is prefilled with vmbr0 instead of vmbr1.

Also attached is a small nomenclature issue where a node can be Rebooted or Restarted.
