PVE on Intel Nuc10 fails to reboot unattended

Boots/reboots OK, but the GRUB menu timeout never kicks in.
Just installed onto this intel nuc, moved my license over, updated/upgraded, migrated all my VMs (which always results in some getting stuck at 100% CPU for some reason), and rebooted and it just comes up at the GRUB menu and insists I hit ENTER before continuing.

Been using this nuc10 for all sorts of things (nixos, qubesos, etc) and never had any issues with GRUB menus failing to timeout and boot.

Just rebooted. The machine is sitting there with:

Proxmox Virtual Environment (6.8.4-3-pve)
Proxmox Virtual Environment (6.5.13-5-pve)
Proxmox Virtual Environment (6.5.11-8-pve)
Reboot Into Firmware Interface

Will not progress unless I hit ENTER.
 
Just powered on my X10DRi (old supermicro MB) system I was also playing with ProxMox on. It booted, and at the bottom of the menus, I saw:

booting in ... where it counted down some small # of seconds and booted.

I just checked the VFAT filesystems of both systems, per the /etc/kernel/proxmox-boot-uuids on both systems. Both have an identical loader.conf with a timeout 3 and default proxmox-*.
The one system, reboots with the timeout working, the nuc10, not.

I had just re-installed the nuc10 today, intending for it to be the ultimate destination for my proxmox install (for now). Previous install, I had selected `btrfs` as the filesystem type, as it was my first ever proxmox install. Learned that was a bad idea, so when I re-installed today, I selected `zfs`. Not that it should make any difference. Anyway, that incarnation seemed to have been OK with GRUB timeouts, but perhaps I did not notice? Most of my recent head-banging on proxmox has been on the ms-01 and the X10DRi.

Just booted a Tails USB drive on the nuc10. No issue. No interaction required at the boot menu. Next I'll try with the ms-01 and see how it behaves. One difference (which should not matter) is that the ms-01 and the X10DRi both have `zfs raid0` with two mirrors, but the nuc10 has `zfs raid0` with one mirror.

BTW: I have a license for PVE and PMG. Should I open a support ticket instead of posting here?

Fixed it. Thanks for all your help!

I had to use `bootctl` to set it. As to why it was spontaneously unset on a fresh install will remain a mystery.
