Your VM-100-Disk-2 is raw, and is only allowed to be qcow2. Seems like a vTPM-disk.
I personally also did not set "Use LUNs directly" not sure, if its a requirement though.

You're right! The VM does have a vTPM, but currently there's no alternative to using "RAW" mode, and modern systems like Windows Server 2025 require a TPM. 
I just created a test VM without a RAW device, and it works now.
There really needs to be a proper solution for this going forward... otherwise, it's going to become a problem.

No, Windows Server 2025 does not exactly needs a TPM to run, only if you insist on a secured core deployment or bitlocker ...

On the other hand this might be a hard requirement for an organisation due to security/compilance stuff
