Proxmox not startup after remove video card

Hello to the community. I immediately apologize for the spelling, I am writing through an online translator. Please help with the following problem: I am installing proxmox on the riverbed cx-570 network load balancer. The device does not have a graphics card or a video core. I connected via the console, but I couldn't start the installation. after booting from a USB flash drive and selecting the installation type, I got a black screen. I connected the video adapter at the time of installation, installed proxmox. But after removing the graphics card, the system does not start. when I connect through the terminal, I see that the download stops at the stage:
error: no suitable video mode found.

p.s. I checked the BIOS settings, I did not find any errors. virtualization is enabled. The previous OS worked well.
 
I downloaded and installed proxmox 9 beta-1
the installation went from under the console without a video card and the server started normally without problems.

I found out an interesting thing. I have an hdd installed on board - disk 0 + ssd - disk 1
if I disable the ssd, neither the installation nor the boot process will start.
Before installing proxmox 9, I connected the ssd and installed the system on the hdd. However, when I disabled the ssd, the system would not start...
Now, I have reconnected the ssd, which remains empty, and proxmox 8 has successfully installed and started...
 
so it was the disabled ssd.
I don't understand why it doesn't work with the disabled drive....
 
Is the SSD an NVMe (and therefore a PCIe device)? Are you sure Proxmox does not boot or maybe only the network device (also a PCI(e) device) got a different PCI ID and changed its name and therefore the network configuration was invalid and there was no network connection possible? This happens a lot but still is often unexpected and can be worked around.

the problem is with booting the system, because the ip is pingable, but there is no response.
And it's not even about booting the installed system. With the ssd disabled, the installation doesn't even start.
To clarify, I'm installing proxmox on a former network balancer.
The Advantech numb-3250mb motherboard is a specialized device.
It could be due to unsuccessful settings or manufacturer requirements.
