Ok so this is probably nonsenses but let me put it out there and tell me what you think:

I have a 3 node vsan setup licensed, because of a miss understanding between finances and our provider we only got the vsan licenses we have a operative 3node vsan cluster around 10TB storage but we do not have the esxi hosts licenses so that’s become pretty much useless .

So here’s the crazy part , could I install proxmox over each esxi host as a vm with some kind of pass through to make it as real as posible and use the vsan storage presented to the esxi hosts as a shared storages in this new 3 virtual nodes proxmox cluster ?

If you don't have ESXi license how are you planning to install Proxmox VM?
You cant passthrough VSAN - its not a PCI device or raw block. Its object storage presented as Datastore to ESXi and you create VMDKs for VMs on the datastore.
While you can share a VMDK across VMs for some cluster applications, PVE is not one the applications that can take advantage of shared raw scsi device out of the box.
Do you still have a receipt for VSAN? Perhaps you can return it :-)
