I am having an issue with proxmox where at random it refuses all connections I send to the host (ping, webui, ssh). I can still ping and access the vms inside of the proxmox install but cannot interact with the proxmox host. I have both an intel (internal) and realtek (pci addon card) NIC in this system.

since the VMs are still reachable, you can probably rule out hardware problems. It sounds a bit like there is another device in your network with the same IP. Could it be that the address of your proxmox host is in the DHCP range of your network?
