hi, i have been using proxmox for a long time, in various ibm/lenovo/hp servers. Mostly they are rack servers, fans are not a problem.
These days I formatted a hp ml350e g8, tower server, with windows server and I put it proxmox. The fans are really loud!
With Windows Server, the machine was completely silent.
I have installed only 2 vm's, one windows server and one opnsense, this machine is sleeping but the fans are running at about 40%!
I tried to put "funcontrol" to manage the speed of the fans, "sensors" see the cpu temperatures, but when I run "sensors-detect" it doesn't find the pwm sensor.
Has this happened to any of you too? do you have any advice for me?

You could try another CPU governor like schedutil so that the CPU will clock down if the system is idling instead of running at full clock all the time.
