Proxmox 5.4.13 with Debian 9 containers, can I run Debian 10 in a container ?

this may be a stupid question to those who know the answer, but not to me...

Can I upgrade a container to Debian 10 without upgrading the host, which currently runs Debian 9 ?

yes, just make sure you have all the latest updates for 5.x
