Problems installing with Intel NIC

I'm attempting to move from ESXI to Proxmox-VE. For some reason proxmox hates my Intel dual nic cards.

They never caused any issue with esxi, but i could not install proxmox until i removed them. After install, I tried to reinstall them, and I get the same error on boot "PCI system error."

I have updated my Dell T630 bios and I'm using the newest version of proxmox (downloaded the ISO yesterday).

Hi,

the intel nic is well supported in our kernel.
As the kernel panic said check your power settings.
If all you power savings are disable try to change the PCIe slot.
 
I tried all the power settings groups that the bios has with no luck. Just for my own sanity I loaded a usb with debian stretch livecd and booted it.

It has no issues with the card and even pulled dhcp. What might be different that I could fix or fool with?

I gave it a shot with the netinstall of stretch. It also throws errors.
