According to https://pve.proxmox.com/wiki/Install_Proxmox_VE_on_Debian_12_Bookworm I ran such commands:
Bash:
echo "deb [arch=amd64] http://download.proxmox.com/debian/pve bookworm pve-no-subscription" > /etc/apt/sources.list.d/pve-install-repo.list
wget https://enterprise.proxmox.com/debian/proxmox-release-bookworm.gpg -O /etc/apt/trusted.gpg.d/proxmox-release-bookworm.gpg
apt update && apt full-upgrade
apt install proxmox-default-kernel
systemctl reboot

Thank you in advance.

Everything is OK. The problem was that the main package source file was empty. I added sources to /etc/apt/sources.list
deb http://deb.debian.org/debian bookworm main contrib non-free non-free-firmware
deb http://security.debian.org/debian-security bookworm-security main contrib non-free non-free-firmware
deb http://deb.debian.org/debian bookworm-updates main contrib non-free non-free-firmware

And everything worked
