I am going to put "secondary" PMG node on a VPS (openvz) server somewhere in the cloud. I will give him "high" MX - the idea is it to collect mails in case of internet connection failure in my main location.

Is it generally a good idea to have cluster member on vps, or not?

Without explicitly testing it with openvz as container-runtime - I don't see an upfront problem - PMG can happily run as lxc-container (we even offer a template for it in Proxmox VE ;) :

https://pmg.proxmox.com/pmg-docs/pmg-admin-guide.html#pmg_install_on_debian_container

keep in mind that ClamAV does need quite a bit of memory (I'd suggest having at least 4G for a productive instance)

I hope this helps!
