A large amount of people (even staff) use the Reply button to reply to messages. Makes sense as it's named like that, right?
The issue is that it quotes the complete message and I don't think there's a good reason to ever do this. It's very redundant and distracting, especially when responding to the previous message. Partial quotes are fine, of course.
Look at this for example. The outlined text is just visual noise. There's a few ways to disable/hide it. Please think about it.

I strongly disagree with the general point of disabling the reply button complete. People should be aware of its intended usage.

It's very important that it's clear to what you're replying to. There are multiple things that can go wrong if you don't include the original:
  • To which question are you replying to?
  • You have to read the original entry if you want to understand the answer
  • Another post could have been posted so that it's not clear to what you're replying to
  • The original text could have been altered in the mean time or could be altered in the furture, e.g. one wrotes 'I like that, too' in reply to a message that is at some point is or has been altered to 'I like hitting people in the face' (or worse).
However, you have to select the text first, you want to reply to and then hit the reply button. Replying without selecting / replying with the whole text is redundant, meaningless and just noise, I can agree to that.
 
It is a matter of naming the buttons.

The one under every post should be named "quote" - because you are quoting to something special in the whole thread - and the one at the end of the page should stay "Post reply".

(Sorry for my irony in #2.)
