Permission Denied when removing VM

i had proxmox 4 so i upgrade to proxmox 5 then i remount my other VM drive but i can see to delete those vm i get this msg

"rm: cannot remove 'base-101-disk-1.raw': Operation not permitted"

it has root ownership i am not sure why cant delete these vm
i can create a file just cant delete them

any help

Volume 'base-101-disk-1.raw' is a template disk, so this should not be mounted at all.
