pci passthrough can't reset device

Hello everyone,

I have an proxmox server running flawlessly not complaints there. I recently needed to add a tuner card to my win7 vm but upon start i get the "can't reset device xx:xx.x and it won't start. How can I fix this issue? can someone point me in the right direction pls.
