I have two PBS installation. The first one is running directly on hardware while the second is in a VM on a Synology.
I run apt dist-upgrade and both, and the Syno install does not upgrade to the same level as the bare metal. Specifically, uname -r reports 6.17.2-2-pve on bare metal but 6.14.8-2-pve on the Syno.
I suspect I have something misconfigured with apt repos, but I'm unable to see what it is. It is further complicated by the bare metal install using the old sources.list format while the Syno uses the new one.

Thanks for any help. It may be that I am just unable to see the issue.
