Passing through whole USB hubs to Windows VMs

So i have a PCI express usb 3.0 Card with 4 Ports, each with their own Fresco Logic USB 3.0 chip.
On this Card i have the following usb hubs connected
1)One USB 3.0 7 port Hub
2)One USB 3.0 13 Port Hub
3)One USB 3.0 12 Port hub.

I want to set it up so, that everything i plug in into the 7 and 13 USB 3.0 HuB appears on VM 100 and everything i plug into 12 port UBS 3.0 hub appears on VM 101.

Everything meaning, USB 3.0 hdd, mouse Keyboard Sound Card Network Cards, the works.
Is this even possible ?
 
you cannot pass through usb hubs , you can either pass through a single usb device, or a complete usb controller
