(outbound) network CPU usage is high

I'm running a pfsense router on Proxmox 6.0. I can't rule out a pfsense issue here, but considering NAT is disabled on outbound it seems unlikely.

CPU usage inbound @ 500Mbps is around 40% on a core. Outbound is 110%.

Is it possible since the hostnode is connecting to vmbr0 it's causing increased CPU usage? If so, what's the best way to allow the hostnode access to the internal network without getting another nic (no space) ?

Before ruling out a pfsense issue totally: how is the CPU usage inside the (pfsense-)guest?
