Operation not permitted on /dev/net/tun

On a VM i get the message:
ERRO[0000] Failed to get a tun/tap device error="operation not permitted"
This happens when trying to use slackhq's nebula on the vm. I am able to do this easily on another VM so its something on this specific VM. /dev/net/tun exists inside the VM and its permissions are crw-rw-rw-. If i try to change those permissions i get the message:
chmod: /dev/net/tun: Read-only file system
Below is the VMs config, any help?

No one has any clues or I didn't give enough info? I dont know what i don't know here so hoping for even a little guidance on where to look
